Statement of claim:

Shall the Carrier's proposal to extend the switching limits at Salina, Kansas, from Mile Post 184.26 to 180.5 be granted?

Opinion of Board:

It is the position of the Carrier that changes and improvements to its track and facility at Salina to accommodate the City of Salina so not to block a major road crossing, and yet accommodate longer trains the east switching limits at the terminal obsolete. The Carrier served notice to the United Transportation Union in March, 1999 (later corrected) to extend the east limits to MP 180.5.

After discussions, the UTU elected to arbitrate the matter. Based on information provided this Board we find that the Carrier may extend the switching limits under the provisions of Article VI of the January 27, 1972 National Agreement.
