Broth. of Railroad Trainmen, Omaha, Nebraska, Gentlemen : Effective 12:01 a.m., November 1, 1947, transportation that was furnished employes by rail motor car between Omaha and Council Bluffs was discontinued. Protest was immediately registered by various General Chairmen and on November 1, 1947 they met with former General Manager Stoddard in this regard. The General Chairmen were advised it would be impossible to restore the motor run in that there was ample street car and bus service to transport employes between Omaha and Council Bluffs except between the hours of 2:30 and 5:30 a.m. In view of the inadequacy of street car or bus service between these hours, the General Manager advised that only necessary trains would be between the hours of 2:30 and 5:30 a.m. By letter dated November 25, 1947, the General Chairmen served notice on the General Manager for restoration of the Council Bluffs-Omaha motor run. Conference was held on December 9, 1947, at which time the request was declined. Certain General Chairmen again served a notice dated December 27, 1947 on the General Manager, again requesting the restoration of the motor run, which was again declined. The train service organizations ultimately agreed to withdraw their request for the restoration of the motor run by the following agreements: Agreement with the O.R.C. dated March 20, 1948 Agreement with the BofRT dated March 20, 194S Agreement with the BofLF&E dated March 24, 1948 Agreement with the BofLE dated Nov. 10, 1950 Train crews were occasionally called between the hours of 2:30 and 6:00 a.m., which was protested by the organizations. In conference with the General Committee of the B. of R. T. on January 29, 1949, it was recognized that there was an agreement in existence to the effect crews would not be called between these hours; however the Committee was advised calls between 2:30 and 6 :00 a.m. would be limited to the bare necessity. For a period of three years the management at considerable detriment to the service has endeavored to avoid calling freight trains between these hours. This has resulted in considerable delay to freight trains in departing from Council Bluffs and it is now imperative that if we are to retain highly competitive freight traffic that we make deliveries as expeditiously as competing railroads. It is also necessary to move traffic out of Council Bluffs to keep that yard fluid tad avoid congestion; also that we turn power promptly for better utilization. A third shift has been established at the Council Bluffs repair track to avoid excess delay to traffic and permit the movement of westbound freight out on that shift. In view of the fact there is no street car or bus service from Omaha to Council Bluffs transfer between 12:20 a.m. and 5:40 a.m., and that employes were, prior to November 1, 1947. provided with rail motor car service between the Omaha Union Station and Council Bluffs roundhouse, I am agreeable to allowing each member of the train crew (train and enginemen) an arbitrary amount of $.75 when called for freight service at Council Bluffs to report between the hours 2:30 and 6:00 a.m., effective November 1. 1950.
