RULE 60: EXERCISE OF SENIORITY
Description: RULE 60 - EXERCISE OF SENIORITY (a) Request in Writing: Yardmen exercising seniority shall do so in writing, except displacement may be arranged over telephone, and crew dispatcher will make written record of same, requiring man making displacement to sign it prior to going on run. (b) Displacement Procedure: When an assigned yardman is displaced he may displace any junior assigned trainman or yardman. If he desires to enter pool freight service in the territory Albina - Hinkle he may displace any junior conductor or brakeman of his choice. In the territory Hinkle - Huntington he must displace the junior conductor or brakeman in the pool. NOTE: The term "assigned trainman or yardman" will include men assigned to road, yard or combination extra boards. (c) Displacing After Layoff: Yardmen returning to work after a layoff, for any reason, will be permitted to exercise their seniority on yard runs or jobs bulletined and assigned to junior men during their absence, provided they signify their choice before accepting other service. (d) Layoff Vacates Assignment: Vacancies in assigned positions known to be of more than thirty days duration will be bulletined and open to seniority choice. In case of illness or where, for any reason, length of absence is indefinite, the vacancy will be bulletined for seniority choice after twenty days. (e) Choice of Helper Jobs: The senior regular yard helper shall have choice of helper positions on a crew. When neither helper is assigned to the crew, the senior man will have choice of helper positions. (f) Relinquishing Assignment: Yardmen may give up a regular assignment and go on the extra board that protects the assignment he has relinquished but will remain on the run until it is bulletined and assigned. Should his seniority not permit him to hold the extra board at the time the assignment to the vacated position is to be made, the bulletin will be cancelled and the yardman who initiated the action will be required to remain on his assignment. (g) Displace Junior Helper. Yardmen displacing as helpers shall displace the junior helper on the crew of their choice. |
